The Council may establish by ordinance new departments or divisions and new boards and commissions, and with the exception of the departments, divisions, boards and commissions established by this Charter, the Council may continue or abolish existing departments, divisions, boards and commissions as it may deem necessary. The director, commissioner, or head of any department created under this section shall be appointed by the Mayor with concurrence of Council as provided in Section 3.05 D (1).
