1450.01   PERMIT REQUIRED.
   (a)   Generally. No person shall construct a new commercial building, alter an existing commercial structure, repair fire damage or structural damage to a commercial structure, change the use group of any commercial structure, as the same are classified in the Ohio Basic Building Code, or change the occupancy of or remodel any commercial structure, without first obtaining an occupancy permit therefor from the authority having jurisdiction and a Zoning Use Certificate from the Building and Zoning Commissioner.
   (b)   Zoning Use Permit. A permit shall be issued for final occupancy of new construction and of existing buildings sustaining fire damage, structural damage, alterations, remodeling, change of use or change of occupancy, and a separate permit shall be required for each tenant of the building.
