(a) The Mayor shall establish administrative rules and regulations for the further operation, conduct and use of the Andrew E. Sombati Compactor and Recycle Center in conformity with studies and reports conducted by the Director of Public Safety, the Director of Public Service and the Street Commissioner. Such rules and regulations shall be clearly posted at the Center, and a journal of such regulations shall be on file in the office of the Clerk of Council at such time as the same are duly promulgated by the Mayor. No person shall violate any of the rules and regulations promulgated by the Mayor pursuant to this section.
