(a) The Mayor shall establish reasonable hours of operation for the Andrew E. Sombati Compactor and Recycle Center pursuant to standards found by the Mayor to be the most feasible, economical and accommodating periods of time for the purpose of serving the best interests of the residents of the City. The Mayor shall determine the hours that the Center shall be open for service, and such hours shall be clearly and conspicuously posted on signs. The location of such signs shall be determined by the Mayor based upon reasonable visibility. No person shall violate the time restrictions posted on such signs.
