(a) No person shall cause or permit any refuse or debris to fall upon or to remain upon the grounds of the Andrew E. Sombati Compactor and Recycle Center without depositing such refuse or debris in the compactor prior to leaving the Center grounds. Further, no litter or debris shall be deposited, placed, left or permitted to remain on the premises of the compactor when posted signs indicate that the facility is closed for the dumping or depositing of solid waste.
