(a) Whoever violates or fails to comply with Section 1060.08 of this chapter is guilty of a minor misdemeanor and shall be fined not more than one hundred fifty dollars ($150.00) for the first offense; subsequent offenders within a two (2)-year period shall incur penalties as follows:
(1) For a second offense, the fine shall be not more than two hundred fifty dollars ($250.00).
(2) For a third or subsequent offense, the fine shall be not snore than five hundred dollars ($500.00).
(b) Any other violations of other sections in this chapter shall incur a fine of one hundred fifty dollars ($150.00) per violation.
