(a) All garbage and/or rubbish from single, double or multiple residential units shall be placed in metal or plastic receptacles as defined herein that are leakproof, sealed and secure.
(b) Every owner, tenant, agent, lessee, occupant or other person in charge of any building, premises or place of business shall provide or cause to be provided, for the exclusive use of such building, a watertight, galvanized steel or plastic receptacle as defined herein, with an airtight and locktight lid, of not less than five (5) gallons capacity for each member of the family or group of persons residing in such building. The person providing and maintaining such receptacles shall keep them clean, disinfected, covered and in good repair so as to prevent such receptacles and the contents thereof from becoming offensive, noxious or dangerous to the public. Such person shall make arrangements for collection so that no garbage and/or rubbish remains for a period longer than ten (10) days without being removed.
