No person shall deposit or permit to be deposited any garbage and/or rubbish which may become offensive, noxious or dangerous to the public health on his or her own premises or on any other premises under his or her control as owner, tenant, agent, lessee or occupant, nor shall any person deposit any such garbage and/or rubbish in any lot, vacant lot, public ground, park, alley, street or areaway, except as is otherwise provided in this chapter.
