As used in this chapter:
“Garbage” means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
“Receptacle” means a solid, free-standing, rigid, watertight, leak-proof container made of plastic, polymer, metal, galvanized steel or similar impermeable substance with a fitted lid for the disposal of garbage, rubbish or refuse.
“Refuse” means all putrescible and nonputrescible solid wastes, including garbage, rubbish and ashes and their resulting residue.
“Rubbish” means nonputrescible solid waste matter consisting of both combustible and noncombustible wastes accumulated in buildings, schools, institutions, dwelling houses, apartments, stores, hotels and other places of habitation and business in the City, including such matter as rags, excelsior, straw, boxes (pasteboard or wood), old clothes, shoes, rubber, burlap, discarded mattresses, carpeting, matting, oil cloth, scrap metals, junk, broken glass, crockery, tin cans, tree and grass trimmings and leaves.
