(a) All users of the City sanitary sewerage system shall pay a tap-in fee prior to connection to such system.
(b) The tap-in fee per benefit shall be $1,000 per each benefit, determined in accordance with the flow estimation procedures specified in the Ohio Environmental Protection Agency Flow Guide. Water consumption shall not be used to estimate sewerage discharge for the purpose of calculating the tap-in fee, unless no other method is available and unless such water consumption is augmented to account for normal infiltration and inflow into the sewerage system. Occupancy load shall be calculated by the methods established in the State of Ohio Building Code.
