(a) No person shall cause or permit roof water downspouts or foundation drains of any building or surface or ground water drains in or about any building to be connected to any soil pipe, drain or lateral sewer tributary to any sanitary sewer within the City, nor shall any person cause or permit any other physical condition to exist in, on or about any building or in any yard around any building whereby either roof or surface water from or about such building is caused or permitted to flow into any soil pipe, drain or lateral tributary to any sanitary sewer.
