1040.01   ROOF DRAINAGE.
   (a)   Every building, including all commercial or residential buildings, shall be provided at all times with proper eave or cornice gutters, constructed of approved materials, for conducting all water from the roof of such building in a manner that does not negatively impact the health and safety of the general public. However, this requirement shall not apply to a private detached garage or accessory structure when the water from the roof of such accessory building does not damage the foundation of any building or structure or otherwise negatively impact the health and safety of the general public.
   (b)   Roof and footer drain water from all new building construction or building additions shall be disposed of in a manner approved by the City Engineer and the Director of Public Service.
   (c)   Water from roofs, building footer drains and/or sump pumps shall not be allowed to flow upon or over the public right-of-way. Roof gutters, wherever feasible shall slope at least one (1) inch per eight (8) feet of length. No downspout shall be constructed which is less than four (4) inches in diameter.
