(a) For the purpose of providing for park and recreational needs of the residents of the community, all funds collected by the levying of the transient guest tax shall be retained and utilized for recreational general operating expenses.
(b) As used in this section, “recreational general operating expenses” shall be construed to specifically exclude any expenditure of moneys from funds referred to in subsection (a) hereof for maintenance of grounds and custodial services. Such expenditures shall be incurred by a general maintenance account within the Department of Public Services general fund account.
