§ 53.086 PURCHASE OF SURPLUS ENERGY BY MUNICIPAL ELECTRIC UTILITY.
   The municipal electric utility shall purchase the surplus electrical energy of a qualifying facility at electrical rates as outlined as a part of this subchapter, which are represented to be the costs that are avoided by the municipal electric utility by its power otherwise purchased and generated for the municipal electric utility.
