No person, persons, firm, company or corporation shall place any show bill, poster, placards, signs, public notice or anything whatsoever upon the electric light poles owned by the city, and no person, persons, firm, company or corporation shall drive any nail, tack or any kind of metal of any kind whatsoever into the electric light poles owned by the city.
