If any meter is discovered to have been tampered with, altered or injured, the meter shall be removed immediately and service shall be discontinued. A reconnection charge of $100 shall be paid by the applicant for service before service is restored. Tampering with, altering or injuring a meter is defined to include wiring the meter or meter base so as to cause the reading mechanism of the meter to be inoperable or inaccurate.
