Electric energy shall only be rendered after application for service from the city electric distribution system from a prospective user shall be made to the City Collector, who shall in turn refer the application to the Superintendent of the Electric Distribution Department. The application shall contain an agreement that applicant shall abide by and accept all of the provisions of this chapter as conditions governing the use of the city electric supply. Service shall then only be energized after inspection by the City Superintendent. No fee shall be charged except as hereinafter provided. No service shall be rendered unless proper metering has been installed.
