In the event of an interruption or curtailment of deliveries of end-user customer-owned gas supply to the city, the city will attempt to make up any deficiency in the supply to the extent of end-user customer entitlement. This make-up service will be made available to the end-user customer under the companion classification, to the same extent it would be available to the end-user customer absent service under this rate, excepting in the event of transportation of end-user customer-owned gas being the direct cause of curtailment or reduction in gas entitlements from the city’s sole pipeline supplier, Trunkline. Should historical purchase volumes under the companion classification become the basis for Trunkline entitlements, then the end-user customer will be provided the make-up service only to the extent of the volume to which he or she is entitled. Loss of entitlements shall be the risk of the end-user customer.
