(A) The customer shall pay or reimburse the city prior to the initiation of service under this chapter for additional recording charts, instruments, meters or other facilities required for the city to:
(1) Take end-user customer-owned gas into its system; and
(2) Record daily quantities of gas delivered to the end-user customer hereunder at each meter so designated.
(B) If the city assesses other costs such as legal, engineering and administrative expenses in connection with the delivery to the end-user customer, these shall also be paid in advance.
(C) Amounts shall be determined by the city, billed to and paid by the end-user customer prior to making any deliveries.
