No person, firm or corporation shall connect any gas service line or transmit gas applied by the natural gas system of the city into more than one distinct building from one meter. A garage or similar outbuilding shall be considered a distinct building. Each dwelling unit in apartment buildings or duplex dwellings shall be serviced by individual meters. The City Council shall have the right to establish special services or service connections as may be necessary or desired for large users or for the convenience of the city.
