(A) No free gas service shall be furnished to any person, firm, organization or corporation, public or private, and all rates and charges shall be nondiscriminatory, provided that the Council reserves the right to impose special rates and charges where particular circumstances render the regular rates inadequate or unjust. If the city would elect to supply itself with gas for any purpose, regular rates therefor shall be charged against the city and payment made from the funds thereof to the Gas Fund.
(B) All gas service shall be metered with a meter of adequate size to measure the amount of gas consumed. Meters shall be of standard design and may be of the diaphragm, rotary or turbine type properly used at the discretion of the city’s Utilities Superintendent. The measurement pressure base shall be seven inches water column. The temperature base shall be 60°F.
(C) Estimated meter readings shall not be used, excepting in the case of meter failure or proven inaccuracy, and then only in accordance with this chapter.
(D) Monthly accounting for all metered gas compared to gas purchases shall be done by the Utility Clerk and reported in writing to the Utilities Superintendent.
