All natural gas charges per unit of volume shall include on each billing a gas charge determined by a projection of the annual cost of gas to be purchased, divided by the projected volume to be billed to the customers based upon the last July through June year. The result shall be known as the gas charge and shall be applied to each unit of gas delivered.
