The service of the gas utility shall be deemed to be furnished to both the occupant and the owner of the premises receiving the services, and shall be deemed an obligation of both the occupant and the owner to any premises. Application for new natural gas service shall be made in writing to the City Collector, and shall contain an agreement by the applicants to abide by and accept all of the provisions of this chapter as conditions governing the use of the city gas supply by applicants. The form of application for natural gas service shall be as approved by the City Council. A fee of $150 shall be paid at the time of application.
