§ 51.18 RATE ADJUSTMENTS.
   (A)   The chief executive entity of the city is hereby authorized and directed to execute on behalf of the City Council any decrease or increase in garbage collection rates which result in the entering of the city into a contractual agreement with the garbage collection entity. Furthermore, any changes of service rates as a result of any existing garbage collecting contract shall be reflected by an equal rate increase to be passed on to city residential households in an amount equal to the increase or decrease in the contractor’s rate for services rendered. There shall be no rate adjustment for the yard waste pick-up service, which shall stay at the rate of $5.50 per month in addition to the rate imposed for garbage collection.
   (B)   The chief executive entity shall direct the City Collector to implement the garbage collection decrease or increase in rates beginning on the next service cycle whenever possible, but in any event no later than the billing cycle immediately following the month in which the service rate change was increased or decreased by the contractual agreement. The chief executive entity shall direct the City Collector to add the charge of $5.50 per month for the yard waste pick-up service to each residential household customer's monthly utility service bill.
