§ 51.15 FEE IMPOSED ON EACH RESIDENTIAL HOUSEHOLD.
   (A)   Effective March 1, 2012, there shall be imposed, on each residential household in the city, a charge which will be a per month charge for the collection and removal of garbage, refuse and ashes within the city, which will be sufficient to pay each residential household’s share of the total per month contract price payable by the city to the independent garbage collection contractor designated by the city for garbage collection within its city limits. Establishment of this rate and any adjustment in the rate pursuant to this section shall be by the Mayor with the advice and consent of the City Council.
   (B)   EffectiveApril 1, 2023, there shall be imposed on each residential household in the city a charge of $10 per month in addition to the rate imposed for garbage collection. This additional charge will be for:
      (1)   A yard waste pick-up service, and an “over-flow garbage” pick-up service which shall be provided by the city for each residential household in the city; and
      (2)   An administrative fee to cover handling customer service issues related to yard waste pick-up service, and for the “over-flow garbage” pick-up service.
   (C)    For purposes of this section, the term OVER-FLOW GARBAGE means those items that are refused to be picked up by the city's independent garbage collection contractor, EXCEPT for the following items, which will not be picked up by the city: construction material, tires, paint cans, TVs, VCRs, DVD/Blu Rays, electronic entertainment playing devices, computers, computer tablets, paint cans, any items deemed hazardous waste by either the United States EPA or the Illinois EPA, and containers holding flammable liquids.
