Until otherwise directed by resolution, the collection and disposal of garbage in the city shall be under the direction and control of the Board of Health Committee, and the Committee shall cause the garbage in the city to be collected and disposed, either as a governmental function by the city, or by contract as the Council may from time to time by resolution determine or direct.
