All written notices or written findings to the utility customer and/or owner of the property served shall be deemed delivered to and received by the customer and/or owner of the property served when deposited in the United States mail, first class, addressed to the utility customer and/or owner of the property served, at his or her address as it appears on the records of the office of the City Collector, with postage thereon prepaid.
