Gas service or electric service to a residential customer shall in no event be discontinued for nonpayment of bills when the Evansville, Indiana, national weather forecast for the following 24 hours forecasts the temperature to be 20°F or lower, or on any day preceding a holiday or weekend when a forecast indicates the temperature will be 20°F or below, during the holiday or weekend.
