(A) The members of the Board shall be appointed by the Mayor by and with the consent of the Aldermen.
(B) The first members of the Board shall be appointed for terms as follows: one of them to serve until the end of the current municipal year, another shall serve until the end of the municipal year next ending, and the third shall serve until the end of the municipal year second ending; provided that each of the first members of the Board shall serve until his or her successor is appointed and qualified.
