§ 33.003 POWERS AND DUTIES.
   The FEDC shall have the following general powers, duties and functions:
   (A)   Providing recommendations to the City Council for the maintenance of the economic health of the existing community and the promotion of industrial, commercial, business, and retail development, as well as other supporting services which will provide quality job opportunities, diversify and broaden the tax base, and enhance the quality of life in Fairfield.
   (B)   Engaging in strategic economic development planning and provide recommendations to the City Council for policy development.
   (C)   Making recommendations to the City Council on how to improve the overall competitiveness of the community, and how to create opportunities for future economic development.
   (D)   Developing and implementing a business retention/expansion program.
   (E)   Developing and implementing a marketing program to attract new business and industry, and to market present business and industry.
   (F)   Monitoring business activity and trends on the local, state and national levels, and making written recommendations to the City Council of any findings.
   (G)   Establishing a focal point for businesses to approach and discuss issues that affect them.
   (H)   As the FEDC deems appropriate, proposing amendments to the ordinances to the City Council for consideration.
   (I)   Recommending to the City Council goals and methods for enhancing the relationship between the city and its business community.
   (J)   On behalf of the City Council, cooperating with local governments, Greater Fairfield Area Chamber of Commerce, educational institutions, and other city and community organizations in their marketing and promotion efforts to attract new business to the community.
   (K)   Providing an annual update to the City Council on the activities of the FEDC.
   (L)   Providing assistance to city staff as requested to meet project goals and deadlines, including assistance to the City Council in an advisory capacity.
   (M)   Meeting on at least a quarterly basis.
