Any customer who disagrees with how an under-billing or over-billing decision has been handled by the city, shall have the right to appeal such decision. Such appeal must be in writing and must legibly state with specificity the errors allegedly made by the city. Such appeal must be made within five business days of the decision made by the city. Such appeal shall be heard by the City Council at its next available City Council meeting.
