For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OVER-BILLING. Such alleged costs and expenses, which have been billed to the customer, but which have not been incurred by the city.
UNDER-BILLING. Such costs and expenses incurred by the city, which have not been billed to the customer, and which results in a loss of revenue to the city.
