(A) There is hereby established the Business District Committee. The purpose of this committee is to encourage the development, growth and expansion of the private sector within the city by fostering a cooperative and continuous partnership between the city and the private sector and to help develop commercial and city redevelopment projects, financed by the proceeds collected from the business district tax, all pursuant to the “Ordinance Establishing the Fairfield Business District; Approving A Business District Plan; Authorizing the Imposition and Collection of a Sales Tax within such Business District; and Approving Certain Actions in Connection with the Establishment of such Business District” pursuant to the Illinois Business District Development and Redevelopment Law (65 ILCS 5/11-74.3-1 et seq. as amended).
(B) The Business District Committee shall be a standing committee that will be appointed by the Mayor, and shall consist of three Aldermen, the Building and Zoning Officer, and the Mayor as a non-voting ex officio member. The Building and Zoning Officer shall also be a non-voting member and shall also be the Secretary of the committee. The Building and Zoning Officer shall be responsible for arranging meetings, preparing, and posting agendas of committee meetings, and for keeping and preparing written meeting minutes.
(C) The Business District Committee is an advisory board only and will make no statement, claim, contract or pledge, either orally or in writing, that would in any way bind the city, its agents, employees, contractors, Aldermen, Mayor, successors or assigns without the prior formal approval of the City Council.
