The City Council declares that it is the policy of this Council not to hereafter annex any subdivision outside of the city unless this chapter has been complied with, and that it is the policy of the city not to extend any municipal electric, gas, water or sewer service to any subdivision inside or outside of the city limits unless this chapter is complied with, and it is the policy of the city not to accept any streets or alleys dedicated for public use unless this chapter is complied with.
