The failure of any owner or occupant of a building within the city to display the street number of the building or lot in compliance with this subchapter shall be deemed a violation of this subchapter. After investigation, the Chief of Police or his or her designate may determine a violation of the minimum requirements of this subchapter exists and shall notify the owner or occupant in writing of the violation.
