(A) Main Street shall be the base line for the numbering of buildings and lots on streets running north and south, while First Street shall be the base line for numbering of buildings and lots on streets running east and west.
(B) Building and lot numbering shall begin at the base line with the number 101. Each lot shall have a street number whether or not improved. Block numbers shall be assigned with reference to streets or to block size common in subdivisions within the city so that a uniform grid system of blocks within the city may be established and maintained.
