Any officer, police officer or employee of the city designated for that purpose shall have the right and privilege at any time to enter upon the premises covered by any permit issued under this chapter, for the purpose of making inspections to determine if the requirements of this chapter are being complied with, or the requirements of any other ordinance of the city relating to the health and safety of persons and property within the city.
