§ 117.06 FEES.
   All applicants for a permit to drill a well shall pay to the City Clerk at the time of making the application the sum of $100, of which amount the sum of $75 shall be refunded if the application is not granted. In addition to the foregoing, all applicants shall pay upon the receipt of a permit to drill $100 to the City Clerk as an annual service charge, and shall every 12 months thereafter pay a similar sum to the City Clerk for the annual service charge. All applicants for permits to lay a pipe line longitudinally along any street or alley shall pay at the time of making the application a fee of $0.25 per rod, but in no event less than $10 of which amount 75% shall be refunded if the application is not granted.
