§ 117.04 APPLICATION.
   (A)   Before any permit for the drilling of any well or the laying of any pipe line shall be issued a written application therefor, signed by the applicant or some duly authorized person in his or her behalf shall be filed with the City Clerk. Applications for the drilling of a well shall be made on forms to be provided by the city and shall state the block and exact lot or location thereon where the proposed well is to be drilled. Every application for the laying of a pipe line across or along any of the streets, alleys, parkways or public grounds of the city shall set forth the name of the owner of the pipe line and the use or purpose to which the same shall be devoted, the size, beginning and terminus thereof and the depth at which the same is proposed to be laid, and the interference, if any, that is proposed or will be necessitated by the laying, with paved streets, sidewalks, parkways, telephone or lighting lines, water and gas mains, sewers and other property of the city or of any public utility. All applications shall be verified before an officer authorized to administer oath.
   (B)   All permits shall, after the same have been ordered issued, shall be signed by the Mayor or Acting Mayor and attested by the City Clerk under the corporate seal of the city.
   (C)   No permit issued hereunder shall be transferable or assignable.
