§ 117.03 PERMITS REQUIRED FOR DRILLING, EXCAVATIONS OR ERECTING TANKS.
   It is hereby declared to be unlawful for any person to drill or to commence to drill a well for oil and gas, or either, in the corporate limits of the city or to lay or to commence to lay, install or maintain any pipe line or make any excavation in any part of the streets, alleys, highways, parking spaces or sidewalk areas or other public property in the city, or to erect or use a tank or tanks for the storing or transportation of oil or gas within the corporate limits of the city without permit so to do first having been granted to the person as provided in this chapter.
