It is hereby declared that the business of drilling for, obtaining and producing and marketing oil and gas in the corporate limits of the city is a hazardous and dangerous occupation and business, and that it is necessary in the public interest and for protection of the health of the inhabitants of the city and the prevention of danger from fire, explosions, dangerous conditions and the prevention of public nuisances that these occupations be regulated within the city.
