No license shall be issued under this chapter unless the applicant files with the application a certificate by an insurance company authorized to do business in the state, certifying that the applicant has in force and effect the insurance covering the licensee and premises from all liability imposed by Article VI, Section 14, of the State Liquor Control Act and all amendments thereto.
