As a guarantee of good work and as protection to all lot owners, the city reserves the right to excavate for and build all foundations, supervise the setting of all markers and memorials, and to regulate all work done in the cemetery. The city shall assume responsibility for the proper construction of the foundation. The charge therefor shall be $5 per cubic foot, except in the Veterans’ Cemetery which the fee shall be in accordance with amount paid by Veterans Administration.
