Applications for the purchase of the right to bury in any lot shall be made to the city sexton, and when the lot shall have been selected by the applicant, the sexton shall issue to the applicant a certificate addressed to the City Clerk over his or her signature stating that the lot is unsold, which the certificate shall be presented to the City Clerk, and upon payment on the charge the City Clerk shall issue a conveyance of the right to bury on the lot; the certificate shall not be considered by the City Clerk unless dated within five days of the date it is presented to him or her.
