No interment shall be made in the cemetery unless the grant or contract for grant to the premises or lots in which the interment is so made shall first be obtained from or issued by the City Clerk and in conformity with this chapter, and no person or persons except as therein provided shall take, receive or collect any fees or sums of money in connection with issuance of grant, interment or use of any lot and premises in the cemetery, except as authorized hereby.
