It shall be unlawful for any person to engage in the business of procuring, receiving, purchasing, bartering or transferring animal furs, hides, skins, feathers or carcasses of any furbearing animals, or the skinning or dressing of furbearing animals, or the carcasses of furbearing animals, for compensation or profit within the municipality except by a licensed taxidermist who has obtained a permit from the City Clerk.
