If after several complaints of barking or howling or other loud and disturbing noises have been made against a dog or other animal and the owner or custodian has been notified and cannot seem to stop the animal from continuing with the loud and disturbing noise, the animal control warden or any law enforcement officer may declare the dog or animal a public nuisance and order the owner or custodian of the animal to either quiet the animal immediately or place the animal within a building or home so as to muffle the sound of the animal, or remove the animal from the municipality, or impound the animal for violation of this section.
