§ 90.071 ANIMAL SHELTERS AND POUNDS.
   It shall be lawful to operate an animal shelter or pound which has been licensed by the state and operated, owned or maintained by a duly incorporated humane society or animal welfare society or an entity of government or other non-profit organization for the purpose of providing for and promoting the welfare, protection and humane treatment of animals within the municipality, in an area designated commercial by the City Zoning Board, after registering with the City Clerk and obtaining a permit. To obtain a permit, the owners or operators must have in their possession a state license. There shall be no fee for a permit, but the permit shall be renewed every three years.
