Cruel treatment of dogs or other animals is prohibited. No person may intentionally commit an act that causes a house pet, dog, cat or other animal, to suffer serious injury or death, except in self defense of a dangerous animal or vicious animal, or to rid a residence or out-building of rats, mice, bats or other disease carrying rodents or sparrows.
