So as to provide the Administrator with the necessary trained personnel, equipment, supplies, facilities and a state licensed pound/shelter, to carry out the provisions of the City Municipal Animal Control Act as codified in this chapter, the City Council does enter in to an agreement with the “Pearl Foval” Wayne County Humane Society to provide these services.
